Someone on another forum confirmed that they are probably Cerith snail eggs. I do have Ceriths in my tank. Only a half dozen or so. I guess this means that at least something is doing well in my tank.
I would imagine that if the conditions weren't optimal, they wouldn't be laying eggs.
